Lahore, 18 November 2025: The National Institute of Public Policy (NIPP), National School of Public Policy (NSPP), hosted a high-level round table discussion titled “National Housing Policy 2025: On the Anvil”. The event brought together leading policymakers, urban planners, architects, development practitioners and academics, to deliberate on the key contours, priorities, and implementation strategies for Pakistan’s forthcoming National Housing Policy, 2025.The session opened with welcoming remarks by Dr. Naveed Elahi, Dean NIPP wherein he emphasized on the need for a new housing policy that aligns the country’s evolving urban landscape, sustainability goals, and inclusive growth agenda. An analysis of National Housing Policy, 2025was prepared and presented by NIPP research team. The panel featured a distinguished lineup of guest speakers:

• Nasir Javed, Urban Development Specialist and former CEO, Urban Unit

• Kamil Khan Mumtaz, Renowned Architect and former Head, NCA Lahore

• Waseem Bajwa,  CEO,  Pakistan  Infrastructure  Development  Co.  Ltd.  /  MD, National Construction Ltd.

• Imran Ali Sultan, Program Director, Punjab Affordable Housing Program

• Fariha Tariq, Dean, School of Architecture & Planning, UMT

• Khawaja Muhammad Sikander Zishan, Director General, Punjab Housing & Town Planning Agency

The deliberations covered critical themes including affordable and rental housing frameworks, urban planning and land use reforms, financing mechanisms and public–private partnerships, green and resilient housing infrastructure, role of technology and innovation in housing delivery and addressing regional disparities and rural housing needs. In his closing remarks, Dr. Muhammad Jamil Afaqi, Rector, NSPP stated that as Pakistan enters a new phase of rapid urbanization, a forward-looking and inclusive National Housing Policy is vital to ensure that every citizen has access to safe, affordable, and sustainable housing. He stated that the insights emerging from this roundtable will contribute to the consultative process shaping the final contours of the National Housing Policy 2025, ensuring that it reflects the aspirations and realities of Pakistan’s diverse communities. In light of the discussions and recommendations, NSPP will prepare a comprehensive report to be presented to the Government and other stakeholders.
