A simulation exercise was held at Pakistan Administrative Staff College by the participants of NMC-123 on the theme:
“Rewiring the Iron Cage: Mapping, Redesigning, and Stress Testing Bureaucratic Governance for an AI-Enabled Future.”
The SE was launched on 18th August 2025. The presentations were held on 25th and 26th August 2025.
The exercise was designed to draw attention to the significance of artificial intelligence (AI) for bureaucratic functioning over the next three to five years, addressing the critical question: How should bureaucrats position themselves in relation to AI — as a partner, a competitor, a passing acquaintance, or perhaps all of these at once.
For the simulation, the course participants were divided into five clusters, each representing the mandate of a key ministry or division:
- Commerce
- Climate Change
- Food Security
- Energy
- Education
Each cluster presented a comparative analysis of a traditional ministry versus an AI-enabled ministry, highlighting the opportunities, challenges, and transformations expected with AI integration.
The review panel comprised of sectoral experts, AI specialists, and the Rector, who appreciated the depth of analysis and creativity. The effort and engagement of the participants were highly commended, and the exercise was recognized as a forward-looking step in preparing Pakistan’s bureaucracy for an AI-driven future.
